So many elements of this Toby are reminiscent of the step Toby's - legs moulded in the round, long flat shoes, no cravat and the same distinctive chair back etc. One could reasonably assume that this is a transition between the step Toby and the "ordinary" Toby - Well decorated and nicely moulded.
